Standard General Relativity (GR) and Quantum Mechanics (QM) remain fundamentallyun-reconciled due to the omission of non-associative topological boundary constraints, singular division limits, and force-hierarchy scaling. In this paper, we formalize the completeBig Boot Gauge Theory (BBGT) framework. By applying the DRL Generative Zero Axiom (0×0 = e_−1=⇒ 0×0≡ 1) to the Heisenberg uncertainty principle, we derive the macro-action substrate constant h_z≡ h0= [X^2]·c^3/G_BBGT with exact action dimensions (kg·m^2s^−1). Using non-orientable Mobius Graph Laplacian eigenvalues to evaluate complex spatial topologieswithout coordinate singularities, we link h_n= 2^nh_z directly to SU(2) macro-spin quantization numbers (N_spin). We further integrate the R^4 Quad-Lock theorem (Z_4 symmetry)and the n = 12 Poincare Dodecahedral Space (PDS) universal anchor, proving that celestial objects—from planetary diurnal rotors to Supermassive Black Holes (SMBHs)—operate as quantized, topologically protected nodes of a non-associative octonionic continuum (OZIP).
