We characterize the failed projective and affine planes introduced by Mendelsohn and Assaf [7). It is shown that no non-trivial FPP exists, and that a non-trivial FAP is either of Baer type, or related to a certain type of Bhaskar-Rao Design, of which probably only one example exists.
