Longitudinal analysis demonstrates faster delivery and higher user satisfaction in agricultural land administration, highlighting the efficiency gains of digital cadastral services.
The study examined the digital transformation of cadastral services in Almaty Region, Kazakhstan, from 2015 to 2025. It analysed request volumes, digital application rates, service delivery time, and user satisfaction. Over the decade, requests increased from 5,120 to 13,450, digital applications from 5% to 85%, service time decreased from 14.2 to 4.5 days, and satisfaction rose from 61% to 91%. Despite challenges involving service instability, interface complexity, limited Internet access, and weak integration, digitalisation improved transparency, accessibility, and land-use efficiency, supporting the transition toward intelligent land management applicable to other agricultural regions.
