We have studied the effects of two-dimensional electron localization on the temperature dependence of the resistivity and thermoelectric power of palladium and palladium-gold alloy thin films. All "metallic" (R_<30 k{Ω}/{}) samples have a small material specific thermopower which tends to zero as T→0. Samples whose resistivity increases above 30 000 {Ω}/{} have thermopowers which increase as T→0. Thus the density of states for the electronic transport is zero at the Fermi energy for high-resistivity films.
