Policy analysis reveals strategic integration of AI and data analytics enhances sustainable tourism management, highlighting pathways for environmental resilience and economic growth.
Tourism serves as a core economic driver for Montenegro, yet the sector faces challenges regarding seasonal concentration, environmental pressure on coastal regions, and digital infrastructure modernization. This paper outlines a strategic framework for integrating science and technology to transition Montenegro's tourism model toward sustainable, smart, and high-value-added practices (Tourism 4.0). Grounded in Montenegro's Smart Specialisation Strategy (S3)—which prioritizes sustainable and health tourism alongside ICT—the study evaluates the role of advanced technologies including 3D visualization, Big Data analytics, AI-driven visitor management, and geographic information systems (GIS) in balancing environmental preservation with economic growth. Furthermore, it highlights the collaborative function of regional innovation hubs, such as the Science and Technology Park Montenegro and Technopolis, in bridging academic research with tourism enterprise. The proposed strategic approach offers actionable insights for policymakers and industry stakeholders to enhance destination management, diversify regional tourism products, and build long-term economic resilience.
