Measurements of inelastic neutron scattering in NH4ClO4 and H3OClO4 are made from liquid nitrogen to room temperature. The absence of peaks in the scattering spectrum of NH4ClO4 suggests that the NH4 groups have rotational freedom. In the scattering spectrum of H3OClO4 a peak is observed at 0.062 eV which is considered to be due to hindered rotations of the H3O group.
