This article examines the theoretical and methodological foundations of improving the mechanism for organizing public procurement in budgetary organizations, the impact of digitalization processes on the efficiency of public procurement, and the possibilities of applying advanced foreign experience in the conditions of Uzbekistan. The economic content of the public procurement system is highlighted as a complex management mechanism aimed at the effective use of budget funds, the formation of a competitive environment, ensuring transparency of procurement processes, and meeting the needs of public customers on an optimal cost basis. The study used systematic, institutional, comparative, logical, and content-analytical methods. The approaches of the OECD, UNCITRAL, the World Bank, and the European Bank for Reconstruction and Development to the development of public procurement were studied, and the experience of the South Korean KONEPS and Ireland's digital public procurement systems was comparatively analyzed. As a result of the study, an integrated mechanism for organizing public procurement was proposed, consisting of the stages of "needs identification - market analysis - planning - electronic procurement - supplier evaluation - contract management - performance monitoring". Also, a comprehensive evaluation system has been developed that takes into account, in addition to price economics, competition, quality, timing, contract discipline, procurement risk, digitalization, and final effectiveness indicators when evaluating public procurement.
