Feasibility analysis demonstrates a strategic capability development plan for ASMAR Shipyards, indicating the viability of domestic combat fleet renewal.
This article presents the development of methodologies that constitute the basis for the elaboration of a preliminary proposal for an Action Plan aimed at developing the capabilities of the Shipbuilding Area at ASMAR Shipyards (Talcahuano Industrial Plant). The proposal addresses organizational, human, process, infrastructure, equipment, and support aspects necessary to carry out the construction of the next combat units in Chile that will renew the surface fleet of the Chilean Navy. The development of these strategic analyses is based on the identification of gaps and inconveniences that could impact the execution of the Continuous National Shipbuilding Plan, using project management analysis. Additionally, internal studies from the main shipbuilding departments at the shipyard were considered, along with external analyses based on economic and social evaluation studies, and comparisons made by foreign shipyards that have inspected the ASMAR (T) facilities. Finally, after reviewing multiple sources of information on the business environment of the defense sector, various analyses were conducted to evaluate the feasibility of renewing the surface fleet in Chile, concluding with an Action Plan that meets the needs of the Chilean Navy at ASMAR Shipyards.
