This analysis proposes a public policy framework for ship dismantling in Brazil, suggesting priority actions for a sustainable recycling industry.
The presented study shows a conceptual model developed utilizing multicriteria method to list priority political alternatives for the establish a ship recycling industry in Brazil. Based on the analysis of scenarios and priorities identified in the multi-criteria analysis, the paper will present an ex-ante analysis present an initial guide to formulate a public policy to start a Dismantling and recycling ship activities in Brazil. Initial results shows that priories actions related to create a demand, forcing Brazilian-flagged ships to be dismantling in National Territory brings conditions to build and/or adapt the actual national shipyard infrastructure to realize the ship dismantling activities. Additional use of recycling steel in shipbuilding as local content policy in a circular market. Direct and Indirect benefits can be associated too. Brazil can became a reference in Green Ship Recycling in Latin America because the mechanism of public policy are known and need to be applied for ship recycling as integrant part of shipbuilding market.
