The implication of the wide range of possible plasma behavior on fusion reactor design and performance is examined. The thermal stability of such a system is also studied bv solving the underlying dynamic equations. It is shown that, for a low-beta tokamak-type reactor, anomalous diffusion characterizing drift-wave turbulence is especially desirable since it provides a self-regulating mechanism consistent with steady-state operation.
