The microwave radiation from a fully ionized thermal plasma was observed as a function of magnetic confining field and plasma density. The plasma generated radiation was found to be in substantial agreement with a theory based on the high frequency resistivity computed by Dawson and Oberman in the range of plasma density 0.01 < ωp2/ω2 < 0.1 and magnetic field 0.7 < ωc/ω < 1.25 (ω/2π = 35 Gc/sec).
