The model of two non-degenerate equations coupled by a potential of the order of α/r 2 is considered. It is shown that the cross sections for excitation tend to zero following laws enunciated by Wigner. However, it is possible to give the next term in the dependence of the cross section on energy, which is determined by a long-range potential.
