For pt.I see ibid., vol.11, p.3563 (1978). The simple Lorentzian form for the adiabatic radial matrix elements which dominate low-energy charge transfer in highly stripped systems is exploited to derive the S matrix for the AZZ++H(1s) to AZ(Z-1)++H+ scattering process. The approximations used are discussed and the results of the theory are compared with measured He2++H(1s) to He++H+ cross sections. Agreement is satisfactory for low velocities.
