This study examines issues related to regional hubs newly eligible for designation outside city planning areas following the 2023 scheme expansion. Focusing on Tome City, Miyagi Prefecture, we analyzed public documents and interviews with city officials to assess consistency with the Urban Planning Master Plan and the basis for hub designation. As a result, three hubs were designated outside city planning areas, while inconsistencies were identified between population projections, facility concentration, and hub designation within city planning areas.
