Empirical case study demonstrates an ESG-based project governance framework in expressway construction, suggesting targeted pathways for sustainable infrastructure development.
Against the backdrop of the global pursuit of sustainable development, the traditional governance model for expressway projects, which prioritizes economic returns, can no longer meet contemporary sustainability requirements. Drawing on stakeholder theory and sustainable development theory, this study develops an ESG-based indicator system for expressway project governance through literature review, expert interviews, and related methods. The system comprises three dimensions: project objectives, governance transparency, and governance mechanisms. Meta-network analysis is employed to derive the composite weights of the indicators and identify the key indicators within the system. The Shen-Sui Expressway Project in Henan Province is used as an empirical case to validate the framework. The proposed model is applied to conduct a systematic assessment of the project’s governance status, identify governance weaknesses, and propose targeted optimization measures. By introducing the ESG concept into the governance system of expressway projects, this study provides theoretical support for governance decision-making and implementation, offers guidance for the targeted optimization of governance practices, and contributes to the sustainable development of highway construction in China.
