Theoretical framework establishes a standardized prediction ledger across fundamental physical domains, highlighting an auditable baseline for empirical testing and model falsification.
This paper establishes a unified prediction ledger for Grand Consistency Theory (GCT), providing a systematic framework for distinguishing theoretical derivations, empirical calibration inputs, independent predictions, and measured quantities. Its purpose is to make the predictive content of GCT transparent and auditable across fundamental constants, particle physics, gravity, cosmology, astrophysics, and gravitational-wave phenomenology. The work introduces a classification protocol that traces each quantity from its microscopic origin through calibration and prediction to empirical testing. Particular attention is given to preventing calibration data from being counted as independent predictive evidence and to identifying cross-sector predictions generated by a common microscopic structure. A Prediction Master Table consolidates the status, calibration requirements, numerical readiness, and empirical role of the principal GCT quantities. The framework also introduces a systematic assessment of predictive freedom, distinguishing the number of observable outputs from the number of empirical inputs required to determine them. The resulting ledger provides a transparent foundation for freezing a genuinely independent GCT prediction set before comparison with experimental and observational data. It therefore serves as the methodological bridge between the theoretical and numerical development of GCT and its subsequent programme of empirical testing and falsification.
