Theoretical framework establishes empirical test protocols across fundamental physics, indicating a verifiable pathway to falsify Grand Consistency Theory.
This paper develops a framework for the independent numerical confrontation of Grand Consistency Theory (GCT) with experimental and observational data. It separates calibration inputs from frozen predictions and establishes statistical tests across fundamental constants, particle physics, gravity, cosmology, and astrophysics. A new spectral-closure test is introduced for additional states generated by the finite internal operator. Their masses, gauge representations, and multiplicities determine gauge-weighted spectral threshold moments, providing a direct link between the microscopic spectrum and low-energy gauge evolution. The strong sector yields a quantitative benchmark closure requirement, creating a falsifiable test of whether the independently derived spectrum supplies the threshold structure required for consistency with low-energy measurements. The framework establishes a sequence from microscopic spectral extraction to threshold closure and held-out empirical testing.
