A self-consistent method for determining an effective medium for composite materials and based on the power-series expansion of the action integral with respect to the t matrices is proposed. This method does not have the limitations of the self-consistent T-matrix approach. The method is applied to the calculation of an effective dielectric constant of a composite material with spherical grains in the dynamic case.
