This preprint develops a conditional spatial model in Relativity of Matter connecting a global elastic reservoir, the mechanics of a finite state-E Core, and an off-center observer’s stationary redshift dipole. The declared nonlocal reservoir yields a mean-cadence term and a screened scalar operator. A tensor-compatibility condition restricts the associated static profiles. For a uniform Core, constrained saturation gives a reaction pressure and an exact hydrostatic first integral. The active volume-mass criterion is derived, and a regular spherical benchmark satisfying all minimal static equations realizes negative, zero and positive surface fluxes at identical density and radius. A layer-free junction to the minimal vacuum selects zero boundary pressure. A conditional extension of the global reservoir into E gives the modified surface sign criterion; the bulk flux identity then connects the Core datum to the observer’s gradient. The stationary eikonal fixes the redshift dipole coefficient. No observed sky amplitudes or directions are used. The manuscript establishes conditional mechanical and matching results; it does not claim a unique physical cosmic profile or a numerical cosmic Core mass. Version 2.2 remains the frozen geometric reference. The source archive contains the LaTeX manuscript, a numerical verification script, its output, and reproduction instructions.
