Comparative policy analysis reveals wide regional disparities and declining demand for housing payment subsidies in Russia, indicating a need to rebalance utility pricing and support criteria.
The article examines the specific features of implementing regional programs of targeted social support for housing and communal services payments in Russia. The aim of the study is to identify differences between the federal subjects in key parameters of the program, targeting and coverage of households with housing subsidies, as well as in the results of the program in recent years. The methodological basis of the study includes statistical and comparative analysis of open statistical data and regional regulatory legal acts governing the provision of subsidies. Particular attention is paid to the operation of the subsidy program in 2015–2024. The results of the study show significant differences in the degree of accessibility and actual demand for the subsidy program between regions. Legal restrictions on increases in communal bills have led to incomes of low-income groups growing faster than communal costs, which explains the low and declining demand for subsidies. The proposed conclusions can be used to adjust regional programs to ensure the affordability of housing and communal services for the population while maintaining a fair price level that ensures the effective functioning of resource supplying organizations.
