A specialist on constitutional issues in the former Soviet Union examines the prospects for federalization and democratic consolidation in Moldova. Data used are from interviews, newspapers, documents of civil society organizations, and opinion polls. The article contributes to the general discussion of federalism and democracy by specifying conditions that facilitate or impede efforts to employ democratization and federalization strategies in a mutually reinforcing manner.
