We extend the Static Cosmic Entropy (SCE) framework to formalize the role of the conscious observer register (H_mind) within a globally timeless, stationary quantum vector state strictly satisfying the Wheeler-DeWitt constraint H|Ψ⟩ = 0. Moving beyond traditional dualistic or epiphenomenal models of mind, we derive human subjective experience as a localized, non-coarse-grained algorithmic partitioning mechanism termed the Relational Observer Phase-Lock Principle. We demonstrate that continuous chronological time, spatial distance, and the apparent solidity of baryonic matter are not fundamental background features of reality, but are instead mandatory user-interface rendering constraints required to prevent an unresolvable informational buffer overflow (Cmax) within localized coordinate sectors. Finally, we present comprehensive empirical validation of this multi-observer framework via a 7-qubit tomographic matrix executed natively on independent 156-qubit superconducting Heron r2 substrates (ibm_fez and ibm_marrakesh). Our physical hardware data maps an unshakeable multi-register consensus key lock accompanied by a systematic attenuation of tracking state density from 24.35% down to 7.00%. This establishes the explicit physical footprint of the Throttled Resource Multiplier (γ_local) acting under strict capacity limitations, natively resolving the Wigner's Friend paradox via system-level bandwidth thresholds.
