The inelastic collision X+Y to A+D to A+B+C, in which X, Y, A, B, C, D are any atomic particles, is considered. It is supposed that all particles have electric charges and their Coulomb interaction is investigated when the velocity V AB is small. It is demonstrated that the problem has an exact analytical solution. The specific examples of the near-threshold excitation of the autoionised state (3s -1 4p) 1 P in Ar by electron impact is considered.
