General Relativity (GR) inherently fails to define a localized, coordinate-invariant gravitational energy-momentum tensor due to the strong Equivalence Principle, relying instead on coordinate-dependent pseudotensors (e.g., Einstein, Landau-Lifshitz). This paper resolves this century-old paradox by reformulating the spacetime connection within the Seonggil Theory of Complex Torsion (STCT). By elevating spacetime torsion to a complex-valued tensor field coupled with Rough Operator Algebra (ROA) phase dynamics, we construct a true gauge-invariant, local gravitational energy-momentum tensor t(STCT, μν). We rigorously prove, both algebraically and via high-precision numerical tensor simulation, that the total energy-momentum tensor satisfies exact covariant conservation ∇_μ [T(matter, μν) + t(STCT, μν)] = 0 in any arbitrary coordinate system, establishing a robust mathematical foundation for localized gravitational energy density.
