This working-paper release contains two parts. Part I derives conditional public-upside financing prices, least-cost payout schedules and investment-preserving bounds. Part II develops prosperity-contingent tiers and bounded real-resource or service claims, with explicit protection of funded basic uses. Hongju Liu proposed borrowing against a potentially abundant future to support present basic needs, and requested prosperity-dependent repayments and analysis of future real returns. AI materially assisted with research, formalization, proofs, deterministic checks and drafting. The release is not externally peer reviewed, does not certify foundational priority or top-journal acceptance, and is not a securities offering, investment recommendation or proof that issuance reverses contraction. This is a separate bridge-finance extension of TA-TR-2026-14, not a replacement of any earlier DOI edition. Part I and Part II retain distinct scopes: the second part is a design proposal with bounded examples, not a solved economy-wide equilibrium. Sources and verification materials are included. No Trinity Accord canonical text is amended.
