This Version 2.1 standalone capstone consolidates the Quantized Dimensional Ledger (QDL) program and its Packed-QDC Substrate (QDL-PQS) into a claim-disciplined candidate microscopic unified-field architecture. The strongest exact result of the frozen P1–P7 parent is an underdetermination theorem: those axioms and their previously derived structural descendants do not uniquely select the complete physical occupation rule. Version 2.1 therefore does not claim to derive the final dynamical completion from P1–P7. Instead, it formulates an explicit cardinality-independent master-law postulate governing transported closure mismatch on arbitrary packed-QDC support, together with a documented constitutive audit trail through the earlier FMS, CK, and CDO candidates. The resulting framework treats matter/event and geometry/source behavior as distinct symmetry responses of one completed microscopic transaction rather than as separately weighted fundamental sectors. The 1-to-4-to-9-to-16 QDC hierarchy is interpreted as increasingly complete finite support for the same local law, with the 16-QDC overlap providing the first minimal domain carrying nontrivial inter-motif loop holonomy. The manuscript consolidates exact and conditional results for the R1 spectral/amplitude sector, the R2 history-profile and flavor sector, the R3 retained/coarse dynamics sector, and the R4 curvature, Cartan and gravitational sector. It includes a coefficient-free one-generation charged solder with nonzero determinant, exact packed-incidence compression response, all-Brillouin-zone carrier stability certificates, a canonical retained-unitary coarse quotient, and a one-scalar reduction of the remaining gravitational normalization problem. R1–R4 remain quantitative descendant tests of the formulated master-law postulate rather than completed empirical predictions. Blind Nature validation and independent replication remain external requirements. This release is therefore a timestamped candidate-theory and falsification record, not a claim that a unified field theory has been experimentally established.
