The Relational Information Dynamics (RID) programme is a conjectural effective framework deriving the galactic acceleration floor g† = 2cH_dS/π² from the KMS structure of the Bunch-Davies vacuum on the de Sitter cosmological horizon. Across eleven primary papers and seven companion notes, the programme has accreted a wide range of derivations, predictions, and interpretive proposals. This paper is the synthesis: a single document arguing that what looks like many independent claims is in fact one mechanism — a single KMS axiom — with multiple consequences across redshift and scale. The argument is structured in two explicit tiers. Tier 1 (mathematically forced): the g† derivation, the interpolating function F(X) = √(X²+1) − 1, the Tully-Fisher relation M ∝ V⁴, the modified Poisson equation with the simple μ(x) = x/√(x²+1) (giving the same EFE as standard MOND; the no-EFE claim of earlier drafts is retracted), the constancy theorem g†(z) = const ⇔ w = −1, the algebraic Hubble identity H₀ = π²g†/(2c√Ω_Λ) as a consistency relation among g†, Ω_Λ, and H₀ (not a unique RID prediction adjudicating Planck vs. SH0ES), the linear-order theorem Q_μν^(1) = 0 (on a static background; the recombination case is open), the exact lensing formula κ_Q ∝ f(X)(2g⊥² − g_z²)/3, and the structural result σ₈ = ΛCDM at the 8 h⁻¹ Mpc scale (locked by the sub-adiabatic timescale hierarchy τ_R/τ_1 ≈ 0.0024). Tier 2 (phenomenologically calibrated): the cosmological extension, reducing to two inputs — the closure α = Ω_CDM/Ω_b = 5.4 (background self-consistency, not derived from first principles) and the single-exponential memory kernel form f(t,k) = 1 − exp(−t/τ_R) with τ_R = R/c_s (ansatz). A third input listed in earlier drafts (v_Q ≈ 1100 km/s) is retracted: at this magnitude v_Q was measuring the cluster velocity dispersion σ_v — a generic property of any massive cluster, not a RID-specific quantity. Two interpretive contributions follow from the KMS axiom alone (no Tier 2 phenomenology): an anchor for the local arrow of time, and the identification of the low-acceleration gravitational coupling as correlator-mediated rather than propagator-mediated (the "virtual graviton"). The paper closes with the pre-committed falsification conditions, the constraint matrix on the (z,k) plane, and a list of near-term observational tests with named instruments and timelines. The programme is not a complete theory. It is a structured, falsifiable proposal with concrete failure modes on a known schedule.
