Suzuki's screw function recasts the Riemann hypothesis as the pointwise positivity of one real potential, RH ⟺ Ψ(t) ≥ 0. The prime-power event dynamics of Ψ becomes an exact viability theory whose Bellman barriers govern every finite horizon; the slack to the infinite-horizon barrier equals the tail infimum of Ψ, so an RH trajectory saturates the boundary. Recovery witnesses compress the residual tail to a sparse, dynamically selected rectangle family: beyond the finite certificate, RH is exactly nonnegativity of the Weil quadratic form on it. An RH-independent conductor-23 architecture supplies a positive operator with the exact event cutoff and von Mangoldt weights of each recovery aperture but transfers no sign; since its rectangle energies are coercive while recovery reserves have zero floor, no coercive comparison can close the tail. What remains is a zero-floor-compatible positive comparison, a positive-remainder theorem, or a direct proof of the recovery-witness inequality. No unconditional proof of RH is claimed.
