With the growing reliance of power systems on communication networks, denial-of-service attacks on communication links induce link congestion, which poses a severe threat to system frequency stability. Therefore, this paper addresses the load frequency control problem for power systems equipped with energy storage systems subject to denial-of-service attacks. First, the system for each region is represented as an aperiodic sampled-data control system that includes external disturbances. Then, based on the analysis of existing Lyapunov functional studies, an improved Lyapunov function V 5 ( t ) is proposed, which incorporates a sawtooth structural term 𝑥 ( 𝑡 − 𝛼 𝜍 ( 𝑡 ) ) and parameters m i . Based on the proposed function, the stability criteria of the system are derived, and a state feedback controller guaranteed to meet the H ∞ performance index is designed. Finally, based on the case analysis of the IEEE 9-bus test system and three-area power systems, the effectiveness and superiority of the proposed scheme are verified.
