Small pelagic fisheries are central to food security and livelihood stability in the Philippines, with roundscad ( Decapterus spp.) among the most consumed and economically important marine species nationwide. Despite its significance, the roundscad industry still has several opportunities to strengthen its structure and governance. Recent trade data show that roundscad imports increased from 53,566 MT in 2022–65,180 MT in 2023, indicating rising domestic supply gaps despite continued local production. These concerns highlight the need for an industry assessment. This study applied an industry assessment framework that integrated structural mapping, financial evaluation, and governance analysis across the Philippine roundscad industry. The results show that the industry is dominated by mid-aged, low-income actors, with women playing key roles in trading and processing. The chain involves diverse actors, with traders facilitating small-scale fishers’ access to capital and markets. Persistent constraints include high operational costs, limited postharvest infrastructure, and exposure to climate and price risks. Improving cold chain systems, strengthening cooperative-based market linkages, expanding financial access, and enhancing monitoring and enforcement mechanisms are necessary to increase competitiveness, livelihood security, and resilience. The findings provide timely evidence to support the enhancement of management plans and national strategies toward a more efficient, equitable, and sustainable roundscad industry in the Philippines.
