RTR-IRPT (Relational Topological Reality — Irreducible Relay Persistence Theory) is an attempt to reconstruct physical structure from a deliberately minimal starting point: a single inseparable constitutional triad of State, Relation, and Self-reference, with no space, time, probability, metric, or physical constant assumed in advance. Every downstream structure — genealogy, admissibility, quotient/equivalence machinery, irreducibility, local Lorentz-type structure, a forced quadratic measurement law, spatial dimensionality as a measurable (not assumed) quantity, and conditional bridges toward electromagnetism, gravity, and matter representation — is required to be earned from these three primitives or explicitly flagged as open. This submission is the frozen Version 1.0 canonical statement of that program: eleven parts covering the constitutional foundations, admissibility and quotient theory, operational extension to three dimensions, Lorentz/Maxwell structure, quantum measurement architecture, gravity and the Einstein sector, matter/spin/charge, a Reality-Contact ledger of structural correspondences to known physics, and — critically — a complete, dedicated Open Walls and Falsification Map (Part X) that lists every claim the theory does not currently derive, each stated as a precise missing implication rather than smoothed over. What is established: genuine theorems and no-go results — including several proved by explicit countermodel rather than assertion — governing genealogical persistence, behavioral equivalence and quotienting, irreducibility, conditional Lorentz and Maxwell-equivalent structure, a forced quadratic measurement law within an earned phase sector (with several of its physical consequences, such as the vanishing of higher-order interference and a fixed negative sign for finite-relay dispersion, reducing to that single parent theorem rather than standing as independent successes), and a precise reduction of spatial dimensionality to one unresolved asymptotic constant. What is explicitly not established, and is named as such: unique realization from bare admissibility; strong (P2/P3) identity persistence; a universal propagation scale and its identification with c; a unique global spacetime geometry; global complex/Hilbert-space uniqueness; Born-rule realized frequencies as a dynamical theorem (as opposed to a measurement weight); electric charge identity and normalization; unique fermionic matter selection and spin-statistics; particle mass selection; Planck/action normalization; dimensionless coupling constants; and the numerical value of spatial dimensionality itself (d=3 is measurable within the framework but not forced by it). RTR-IRPT is presented as a rigorous, self-auditing foundational research program — not as a completed physical theory, and not as a claim of a new falsifiable prediction beyond known physics at this stage. Its central, load-bearing finding, arrived at independently across more than a dozen separate branches, is structural: a Constitution built only from relation and self-reference can produce shape, sign, symmetry, and order, but does not by itself supply numerical magnitude. Closing any of the walls listed in Part X requires either a new theorem from the existing primitives, or an honestly declared additional postulate — the theory explicitly forbids inventing an unstated selector to force closure.
