This preprint proposes the Informational Transit Theory (ITT), a speculative but explicitly audited theoretical framework in which the observable universe is an interface: an alterable four-dimensional surface in asymmetric contact with an unalterable external agent. The primitive event is the contact (haphé, from the Greek haphē, "touch"): a transaction in which the agent writes definiteness into the interface (action channel) and receives information in return (information channel). From five stated postulates, the framework derives: the Born rule as maximum-entropy statistics of contacts under an action budget; Poisson event timing; a CSL-type collapse master equation with a single free parameter; and two relativistic consequences of the contact geometry — an energy-quadratic decoherence coupling and a 1/γ boost suppression of the collapse rate. The latter yields a sharp phenomenological prediction for neutral-meson mixing decoherence, λ = λ₀(Δm)²/γ, distinct from both mass-proportional CSL and decoherence-free quantum mechanics, together with a concrete falsification protocol based on existing and upcoming meson data (Belle II vs LHCb). The paper also develops an "informational transit theorem" unifying the thermodynamic and measurement arrows of time as projections of a one-way information channel, and interprets black holes as a saturation-and-pinch-off transition of the interface. An explicit epistemic audit distinguishes posited assumptions from derived results throughout. Status: unreviewed preprint, presented for open discussion. Not peer-reviewed.
