We present the Biverso framework: a topologically paired cosmological system consisting of our observable universe U (with Λ > 0, expanding, dark-matter-dominated in the future) and a specular counterpart Ū (with Λ < 0, contracting, visible-matter-dominated), connected through the Einstein-Rosen bridges of every rotating black hole. The framework is governed by four coupled conservation laws: Ω_vis(U) + Ω_vis(Ū) = const and Ω_DM(U) + Ω_DM(Ū) = const, with the Friedmann equations in each universe carrying opposite cosmological constants ±Λ. When visible matter accretes into a black hole in U, it crosses the ER bridge and emerges in Ū; simultaneously, the CSK mechanism produces dark matter in U. As Ū compresses under Λ < 0, it undergoes a specular Big Bang in approximately 2.5 Gyr, restarting the cycle. The baryon asymmetry arises from the initial CSK chiral separation retaining matter in U and sending antimatter to Ū. The framework addresses the σ₈ tension (Ω_DM(z=2) ≃ 12% of today), is supported by Juodzbalis et al. 2026 (BH-before-stars at z=6.5), Liu et al. 2026 (R_acc(z~6) ~ 400× today), and Antonini et al. 2026 (high-spin second-generation BHs). Five falsifiable predictions are presented. Conservation holds to ~99% precision today. Global conservation requires H_U = |H_Ū|; deviation ~1% per epoch. ER bridge traversability remains an open problem requiring quantum gravity.
