This paper tests whether presenting environmental program attributes in absolute versus relative numerical terms affects scope sensitivity, through a split-sample experiment in an original contingent valuation study for removing derelict fishing gear from Norwegian coastal waters. Results are mixed but indicate slightly lower scope sensitivity under relative framing. It also reports notable willingness to pay (WTP), as a one-time tax, for two partial and a full clean-up intervention of 100 km2 of seabed. The paper highlights how subtle survey design choices can influence stated preferences and contributes to a scarce empirical base of welfare estimates for seabed marine debris removal.
