The transcription, translations, and introductory article to the printed regulatory act "Rules for the Supply of Gas to Consumers by the Gas Supply Organizations of Glavgaz of the Ministry of Communal Services of the Azerbaijan SSR" (Baku, 1966) are published here. The Rules were approved by the resolution of the State Arbitration under the Council of Ministers of the Azerbaijan SSR dated July 14, 1966, and issued by the Main Administration of the Gas Economy (Glavgaz) of the Ministry of Communal Services. The publication was printed in Baku in a print run of 5,000 copies; L. Ya. Khazanov was responsible for the release, and A. M. Abdullayev served as the editor. The Rules represent the first republican adaptation of the all-Union Rules of 1961 (State Arbitration under the Council of Ministers of the USSR, No. P-1) following the establishment of Glavgaz in 1960. They regulate relations between gas suppliers and consumers, covering shut-offs and termination of supply, determination of gas quantity and metering, gas quality and pressure, connection of new consumers, and the property liability of the parties. The document is presented in English, Azerbaijani, and Russian (the original). It includes an introductory article, metadata, two scans of the printed edition (the title page and the table of contents) with captions, and a transcription made from photocopies of the archival file. This publication continues the deposits dedicated to the scientific and pedagogical activities of A. M. Abdullayev: "Scholarly Works and Editorial Activity of a Head of the Gas Industry of the Azerbaijan SSR (1960–1976)" and "Pedagogical Activity of a Soviet Industry Executive of the AzSSR Gas Industry." It reveals yet another facet of his work: participation in shaping the regulatory and technical framework of the gas economy of the Azerbaijan SSR. They all complement and document the monograph: A. Alizade, Gasification and Operation of Gas Economy in Azerbaijan (1955—1970) (Zenodo, 2025).
