This paper establishes the theoretical and structural foundations of the Direct Participatory Economic System, a novel scientific model that transcends the historical dichotomy between unbridled capitalism and state-controlled socialism. By synthesizing the productive efficiency and dynamic market mechanisms of capitalism with the distributive equity of socialism, and anchoring them within the framework of Free Enterprise with Fiscal Sovereignty and Financial Self-Government, this paradigm eliminates the structural flaws of representative intermediaries. Through mechanisms such as popular consultations, plebiscites, binding referendums, and public forums, macroeconomic choices and resource allocation are returned directly to sovereign citizens, realizing the principles of Pure Democracy.
