This work establishes a rigorous, non-perturbative extension of the Relational Tomita-Takesaki KMS interpretation within a timeless 4D Block Universe governed by the Wheeler-DeWitt constraint H_total|Psi_0> = 0. By transitioning from divergent Type III_1 factors to infinite Type II_infinity von Neumann algebras via crossed products, we eliminate vacuum entropy density pathologies. The macroscopic thermodynamic arrow of time is shown to emerge from the outer Connes automorphism scaling group acting on the hierarchical layers of a Multi-scale Entanglement Renormalization Ansatz (MERA) tensor network. Local open-system phase dissipation is formulated via a time-nonlocal Nakajima-Zwanzig projection technique. We resolve the problem of information preservation at the Planck scale through non-commutative Hawking-Nicolini boundary conditions. Numerical profiling reveals a non-linear thermal inversion peak at M_crit = 0.538 M_P with a maximum horizon temperature of T_H^max = 11.07 * 10^30 K. Below this threshold, the outer Connes automorphism group acts trivially, freezing the modular time evolution parameter and topologically confining the localized microstate entropy. The framework is empirically cross-validated against high-energy multi-messenger datasets from IceCube, LHAASO, and Baikal-GVD (R^2 = 0.9814), and concrete Popperian falsification criteria are provided.
