We examine how macroscopic causal-organizational properties arise, persist, transform and fail through physically realized, time-dependent interactions among constituents. This objective is narrower than explaining all emergence and broader than a reporting checklist: we seek conditional dynamical mechanisms for collective function under changing coupling, interfaces, role succession, environmental constraints, and information/action timing. Non-aggregativity, organized entities and activities, adaptive cross-scale cycles, computational emergence and causal closure have substantial predecessors in Wimsatt, Machamer–Darden–Craver, Gunderson–Holling, Bedau, Rosas and established dynamical theories. A general coupled state–relation model is only notation; scientific content arises from declared structural restrictions and prospective, physically feasible interventions. We operationalize a collective observable by its assembly-level functional definition, without excluding magnetization or synchronization merely because a component redundantly reports the global state. A qualifying relational test requires a prospective, quantitative signed/threshold prediction and a substantive null regime under physically justified topology or coupling-strength controls. Slow–fast reduction applies conditionally within stable modes, while discrete role transfers require hybrid/switching dynamics and stated dwell/reset conditions. Hidden roles can affect multi-step output distributions or task-specific feasible recovery even when passive one-step conditional means coincide. A separate authorization-sensitive recovery contrast varies alarm/permission order under fixed declared time-respecting communication paths, while comparing against enriched temporal-network and temporal access-control models. Existing exact finite-state and linear controls establish only their restricted logic; illustrative chemical, biological and governance cases do not establish cross-domain empirical novelty. The independent scientific wager is cross-domain portability of one typed (q, C, B, R, E) plus observation/action-timing representation for predicting continued or recoverable collective function; no new general dynamical law is established. The full framework is offered as a theoretical preprint with explicit empirical failure criteria.
