Taking the universal generalization of the ER=EPR conjecture as the core working hypothesis, combined with the fundamental physical boundary where classical local spacetime fails at the Planck scale, this paper proposes through rigorous logical deduction that the equivalence between quantum entanglement and microscopic wormholes at the Planck scale must manifest as a globally connected entangled wormhole network, rather than a discrete two-body correspondence structure under the background of classical spacetime. This network is not merely a transient structure existing in the very early universe, but the quantum substrate of spacetime running through the entire evolutionary process of the universe. This paper establishes a phenomenological framework of topological quantization. It presents the effective topological Hamiltonian at the Planck scale, the critical condition for first-order topological phase transition, the integral correspondence relation between global entanglement entropy and wormhole area, and the coarse-graining emergence formula of classical spacetime. A complete cross-scale evolutionary sequence is constructed, ranging from symmetric fluctuations at the Planck scale, first-order topological phase transition, successive symmetry breaking of force interactions, the birth of matter particles, to the formation of macroscopic cosmic structures. It clarifies that gravity is the macroscopic deformation effect of spacetime topology, while dark matter and dark energy are intrinsic products of topological collapse and topological stretching respectively. This paper further demonstrates that the Planck-scale cores of all black holes in the present universe maintain topological connectivity through this global network. The "Big Bang singularity" and "central singularity of black holes" in traditional general relativity can be reconstructed uniformly as two manifestations of the same topological phase transition node, offering a self-consistent theoretical route to resolve the physical pathology of classical singularities and the black hole information paradox. On this basis, three tiers of falsifiable observational predictions are put forward, covering multiple test dimensions including primordial gravitational waves from the very early universe, high-redshift supermassive black holes, black hole spin correlations, and high-energy photon dispersion. This model provides a concise, self-consistent and testable new theoretical route for the research of quantum gravity and the very early universe.
