A structural fault line threatens the global financial system: record sovereign debt issuance across the United States (USD 36 trillion+ Treasury market), Japan (post-YCC Japanese Government Bonds [JGBs]), and Europe (French OATs, Record 23380381) is increasingly warehoused not by unleveraged long-term institutional investors, but by offshore relative-value hedge funds executing the Cash-Futures Basis Trade. By purchasing physical sovereign bonds, selling exchange-traded bond futures, and financing 98%-99% of the cash leg in overnight bilateral and sponsored repurchase (Repo) markets at near-zero haircuts (h_0 <= 1%-2%), multi-strategy funds accumulate USD 1.0-1.4 trillion in gross notional exposure at 50x-100x effective leverage. Whenever an intraday yield shock triggers variation-margin calls and repo haircut hikes, forced fire sales evaporate primary-dealer order books, threatening an acute sovereign market flash-freeze. Building upon our prior CERN Zenodo monographs on post-quantum zero-knowledge financial settlement (QFS-zkVM, Record 23335988), sub-7.0 ns optical-galvanic circuit breakers (PHOENIX_ROUTER, Records 23332772 and 23378094), and sovereign fiscal debt dynamics (Record 23380381), this monograph establishes the mathematical theory of Basis-Trade Margin-Spiral Bifurcations and their deterministic cryptographic resolution. We prove four core theorems: (1) Supercritical Pitchfork Bifurcation of the Repo-Futures Basis: We derive the coupled Brunnermeier-Pedersen differential equations proving that whenever the systemic leverage-illiquidity gain G_spiral = Lambda * L_lev * Q_HF >= 1, the cash-futures basis B(t) diverges hyperbolically and order-book depth L_depth(t) -> 0; (2) Resolving the Transparency-Front-Running Dilemma via Goldilocks QFS-zkVM: Using recursive STARK proofs over the 64-bit Goldilocks prime field (F_p, p = 2^64 - 2^32 + 1) under SEC Rule 15c3-5, participants prove consolidated cross-venue leverage L_eff <= 15.0x and stress liquidity coverage LCR_stress >= 1.25 in < 450 us without revealing proprietary CUSIP positions to predatory counterparties; (3) Sobolev-HOCBF Counter-Cyclical Haircut Dampening: Replaces pro-cyclical Value-at-Risk (VaR) margin spikes with a smooth High-Order Control Barrier Function that mathematically prohibits margin-spiral entry (G_spiral <= 0.75); and (4) Sub-7.0 ns PHOENIX_ROUTER Transition to Zero-Knowledge Frequent Batch Auctions (zk-FBA): Eliminates predatory latency arbitrage during flash unwinds.
