The Illegality of Unilateral Economic Sanctions Against International Criminal Court (ICC) President Judge Tomoko Akane and the Court as an Institution: Jus Cogens Judicial Immunity, Rome Statute Article 70 Obstruction, Ultra Vires IEEPA Overreach, and Censorship-Resistant Judicial Clearing via QFS-zkVM

In August and October 2026, the United States escalated extraterritorial financial coercion against the international rule of law by imposing Office of Foreign Assets Control (OFAC) Specially Designated Nationals (SDN) sanctions first upon Judge Tomoko Akane—President of the International Criminal Court (ICC) and the first Japanese jurist to head the tribunal—and subsequently (on October 9, 2026) upon the International Criminal Court as an entire institution.
