This article examines a methodology for the economic assessment of the impact of constructing new roads, bridges, and overpasses on reducing traffic congestion. The study aims to develop an approach to determining the economic feasibility of road infrastructure projects by comparing their transport benefits, investment costs, and operating expenses. The methodology involves comparing baseline and project scenarios, assessing travel time savings and changes in vehicle operating costs, and calculating the net present value (NPV) and benefit–cost ratio (BCR). Particular attention is paid to induced travel demand and the need to evaluate changes across the entire road network. The practical significance of the study lies in the potential application of the proposed methodology to prioritize infrastructure projects in Uzbekistan and improve the justification of public investment decisions. The methodology requires further empirical validation using actual transport and economic data.
