This article proposes criteria for integrating heritage sites in the Fergana Valley into tourism routes organised around historical themes. UNESCO guidelines on sustainable tourism were analysed using historical-comparative and source-critical approaches. The analysis highlights the interdependence of historical evidence, conservation, access conditions and educational content. A three-stage conceptual model was developed, combining source verification, preparation for safe visitor access and presentation, and route testing and monitoring. The Kokand–Margilan–Rishtan and Kuva–Mingtepa–Akhsikent connections are considered as proposals for presenting historical themes. The practical effectiveness of the model has not been empirically tested.
