In March 2025, the Personal Information Protection Act was partially revised to protect data sovereignty with respect to personal information. This revision established a legal basis for requiring personal information senders to request that that information be transmitted to the individual related to that personal information or a third party as a basic right. In particular, regarding the right to request the transmission of personal information to third parties, such transmission is being facilitated by various stakeholders, including information senders, specialized relay institutions, and other specialized institutions. In addition, in August 2026, the Enforcement Decree of the Personal Information Protection Act was partially revised to further strengthen the right to request the transmission of personal information to the individual concerned. Therefore, a comparative analysis of the right to request the transmission of personal information to third parties and the individual concerned, as well as research aimed at revitalizing the MyData ecosystem, is necessary.
