A pervasive taxonomic fallacy in contemporary artificial intelligence, financial market microstructure, aerospace systems engineering, and defense governance asserts that when operational execution speeds or physical communication latencies exceed human neuro-cognitive reaction limits (τHITL ≥ 250 ms), "Human-in-Command" (HIC) becomes obsolete. This monograph formally refutes that premise by synthesizing our October 6, 2026 monograph on Asymmetric Financial Flash-Crash Sabotage (DOI: 10.5281/zenodo.23178515), our October 20–21, 2026 Lunar Data Center series (DOIs: 10.5281/zenodo.23493325, 10.5281/zenodo.23521951), and our Next-Generation Physical AI & Defense Standardization canon (DOIs: 10.5281/zenodo.23508943, 10.5281/zenodo.23520808) into a unified mathematical and physical-layer security doctrine. We prove that the inability of a human operator to manually steer a system in real time (Human-in-the-Loop, HITL) is strictly orthogonal to the preservation of sovereign human command (Human-in-Command, HIC). Across three extreme operational regimes—(1) sub-millisecond High-Frequency Trading (HFT) exposed to compromised media distribution nodes (such as the October 2026 Nikkei Inc. enterprise cloud intrusion) and cross-border Yen Carry Trade contagion; (2) cislunar and lunar vacuum compute infrastructure constrained by a relativistic 2.56-second round-trip latency floor, hard-vacuum Stefan–Boltzmann radiative bottlenecks (10:1 radiator-to-compute mass penalty, ~100 t/MW), lunar regolith thermo-optical inversion (Δαs,eff ≥ +50%), cryogenic SAC305 solder cleavage below -100°C, and the 1,680-ton/MW lunar night battery wall; and (3) hypervelocity orbital and autonomous defense systems (vᵣₑₗ ≈ 10–15 km/s)—human sovereignty is preserved not by placing biological synapses inside the high-frequency loop, but by compiling sovereign constitutional invariants ex ante into arithmetic constraint systems over the 64-bit Goldilocks prime field Fₚ (p = 2⁶⁴ - 2³² + 1) inside the QFS-zkVM. Enforced at the bare-metal silicon layer via RTO P2.0, Q-SAFA, PHOENIX_BRIDGE / PHOENIX_ROUTER, and sub-0.5 ms Control Barrier Function Quadratic Programming (CBF-QP) with NIST FIPS 203 ML-KEM-768 Quantum Audit Records (QAR), deterministic hardware interlocks execute sovereign command locally with O(1) complexity invariance and zero-energy galvanic clamping (clamp). Finally, we prove under SEC Rule 15c3-5, Delaware Caremark fiduciary jurisprudence, DO-178C / NASA R2U2, and the 1967 Outer Space Treaty (Articles II, VII, IX) that invoking "algorithmic velocity or communication delay" to omit deterministic HIC hardware interlocks constitutes actionable fiduciary scienter and strict statutory liability.
