Desa Sontang (32,617 ha, 14,649 inhabitants), located in Bonai Darussalam District, Rokan Hulu Regency, Riau, faces infrastructure disparity among hamlets and economic dependency on palm oil within the interfacing assets of PT Pertamina Hulu Rokan. This condition makes pre-splitting social mapping of Hamlet II Delapan Tali and Hamlet III Titian Gading (2026) essential to prevent social jealousy among hamlets. This community service program employed a mixed-methods Participatory Rural Appraisal (PRA) approach, analyzed through the stakeholder power-interest framework, the expectation-disconfirmation model, and the social license to operate framework, drawing on in-depth interviews with 10 key informants (Village Head, BPD, PKK), an FGD with 37 respondents, a probability-sampling survey of 37 households, and GIS proximity analysis. The findings indicate a predominance of palm oil plantation laborers (1,200 people, 34%), positive relations with PT PHR-RAS (infrastructure, staple goods), conflicts with PT SSP (flooding, land disputes) and PT Andika Permata Sawit Lestari (boundary disputes), three high-risk GIS zones located within 300 m of pipelines, and expectation gaps concerning road infrastructure and local employment. Integrated CSR recommendations are essential for equitable development and fishery export diversification post-splitting.
