This paper proposes an engineering scheme for constructing a decimal photonic continuous computer using established linear polarization technologies. Ten standard polarization orientations represent decimal digits, while electric field controlled optical rotation directly performs addition and subtraction. Directed zero crossing events generate carry and borrow, and decimal complement arithmetic enables negative numbers and continuous accumulation. Ten equal transmittance readout channels with independent thresholds provide discrete digit recognition. Standard optical state reissuance establishes a repeatable machine cycle. The proposed scheme provides an experimentally testable implementation pathway toward programmable optical computing at room temperature and normal pressure.
