This research is motivated by challenges encountered during the formulation of the village development plan in Serumpun Village, specifically regarding the lack of fully equitable community participation. Although the village government has established forums such as hamlet-level deliberations (Musyawarah Dusun), village-level deliberations (Musyawarah Desa), and village development planning deliberations (Musyawarah Perencanaan Pembangunan Desa), some community members remain passive and hesitant to express their opinions. This situation indicates that community empowerment in the development planning process requires further strengthening, in order to uphold the rights of the community as stipulated in Article 68 of Law Number 6 of 2014 concerning Villages. The research problem addressed in this study is to determine the role of community empowerment in the formulation of the Village Development Plan in Serumpun Village, as well as to identify the factors that support or hinder community empowerment within that process. This research employs a qualitative method with a juridical-empirical approach. Data were collected through interviews, observations, and documentation, involving the village government, the Village Consultative Body (BPD), village community organizations, community leaders, and the residents of Serumpun Village. The research findings indicate that community participation in the formulation of the Village Development Plan in Serumpun Village has been implemented through the expression of aspirations, attendance at deliberation forums, the provision of input regarding development priorities, access to information, and the oversight of both the planning process and its outcomes.
