This paper presents HJV 7.0, a unified framework that models the physical vacuum as a hyper-jammed, discrete granular solid. We resolve foundational paradoxes by returning to a strict elastodynamic worldview. In the microscopic domain, we provide an alternative mechanical perspective on the proton radius discrepancy via a Z-dependent Vacuum Phase Transition, aligning with current precision measurements while offering a different physical origin. We demonstrate the mechanical origin of mass and light: Light is a long-wavelength shear wave propagating freely through the force-chain network, whereas matter consists of short-wavelength oscillations that are nonlinearly self-trapped at the Brillouin limit. Driven by extreme localized energy density, particle formation is a process of energetic convergence—a phase transition akin to crystallization. The stable particle is a discrete eigenstate matching the local stress wall; excess energy is radiated. The electron's Spin-1/2 emerges as a parametric resonance attractor. We propose that charge arises from the flexoelectric polarization induced by the extreme strain gradients at the breather core, quantized by topological winding constraints (m = ±1/2), naturally deriving the g=2 factor. In the high-energy domain, we reinterpret particle collisions as nonlinear vacuum wave dynamics. Efficient mass-energy conversion is governed by coherent resonance, yielding a generalized mass-energy equation: ΔE = K_R * m_0 * c^2. In the gravitational and relativistic sectors, we reinterpret Lorentz invariance as an emergent local symmetry induced by the medium: moving observers' rulers and clocks deform synchronously with the local vacuum stress, rendering the speed of light indistinguishable. Due to geometric interlocking (k_t ≥ k_n), the transverse shear wave speed reaches the medium's absolute kinematic limit, making light and gravitational waves the fastest propagating signals. The static Newtonian potential arises from longitudinal near-field (Acoustic Rectification), while dynamic gravitational radiation is purely transverse, matching GW170817. In the quantum foundations domain, we argue that specific classes of Bell inequality violations (e.g., Franson-type) are statistical artifacts arising from the loss of microscopic latency information during post-selection, restoring a strictly local, causal description. In the cosmological sector, we derive the Hubble redshift from first principles without spacetime expansion. Long-wavelength shear waves propagating through a thermodynamically aging vacuum lattice behave as Floquet quasiparticles, whose eigenfrequencies drift adiabatically as the medium undergoes irreversible viscoelastic relaxation. The theory makes novel, testable predictions across all scales, positioning HJV as a consistent Grand Unified Theory of Classical Fields.
