Exchange-traded funds (ETFs) that buffer downside risk have grown dramatically in both assets and number of products. Investors have incorporated them into portfolios as an alternative to fixed income and as a lower risk equity strategy. This article updates earlier research and uses the target performance benchmark (TPB) framework to analyze outcome period performance of buffer ETFs through December 2025. Coverage is broadened to buffer ETFs with quarterly outcome periods as well as with ultra buffer ETFs offering full downside protection. The TPB tracking analysis is extended to the four largest asset-laddered buffer ETFs. Using a 12-month rolling composite of the tracking metrics of the underlying point-to-point series shows tracking averages that are stable, narrow, and tightening over time, aided by diversification of tracking deviations across 12 monthly rolls. The analysis shows all categories of buffer ETFs continue to deliver returns over the outcome period very close to their target performance benchmarks.
